The urban design in 2022 surprised with a concept without a high-rise building. The further architectural development builds on this basis and focuses on the advantages of a horizontal distribution of uses in five slightly offset building cubes. The design blends sensitively into the heterogeneous urban environment, with the adjacent landscape acting as a link between the southern urban structure and the northern inner green belt. The new justice centre, which houses the regional and district courts, the Cologne public prosecutor's office and a central courtroom wing, conveys clarity and transparency and integrates the justice system directly into public life.
